Does Bar and Bat Mitzvah Happen too Early?

In Judaism, one is considered an adult and responsible for their actions at their Bar or Bat Mitzvah. Isn’t 12 or 13 years a little too young for someone to shoulder such an awesome responsibility? In America one can only vote at 18, and buy alcohol or a firearm at 21.
